France’s Centre national de la recherche scientifique (CNRS) and Singapore’s National Quantum Office (NQO), along with quantum computing partners Pasqal and Quobly, have signed three new research agreements at the French–Singaporean Quantum Symposium (FSQS 2025). The agreements expand bilateral cooperation across quantum computing hardware, quantum photonics, and energy-efficient quantum technologies.
The collaborations strengthen the strategic link between CNRS research and Singapore’s national quantum programs (NQPs), which are designed to accelerate the commercialization of cutting-edge research. The specific agreements include:
- CNRS–NQO MoU Expansion: The existing Memorandum of Understanding (MoU) has been expanded to include joint efforts in hybrid quantum-classical systems and fault-tolerant architectures (specifically quantum error correction) for quantum computing.
- Pasqal MRCA: Pasqal, a neutral-atom quantum computing company, signed a Master Research Collaboration Agreement (MRCA) with Singapore’s NQPs. This framework will accelerate R&D on the neutral atom array (NAA) platform, focusing on quantum error correction, quantum algorithms, and hardware development.
- Quobly RCA: Quobly, a silicon spin-qubit company, signed a Research Collaboration Agreement (RCA) with the National Quantum Federated Foundry (NQFF). This partnership establishes a “measurement twin” platform to cross-benchmark and characterize Quobly’s 300 mm FD-SOI qubit chips using NQFF’s advanced cryogenic measurement infrastructure. This joint effort is intended to advance the reproducibility and manufacturability required for industrial quantum hardware.
The partnerships are intended to ensure scientific breakthroughs translate into useful, scalable technologies. Mr. Ling Keok Tong, Executive Director of the NQO, noted that these joint efforts will accelerate the development and testing of next-generation quantum platforms for applications in drug discovery, financial modeling, and new materials.
