Illinois Launches $3M X-Labs Fast Fund to Magnetize Federal Quantum Breakethroughs

Illinois Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) have launched the X-Labs Fast Fund, a targeted $3 million state capital initiative designed to anchor incoming U.S. National Science Foundation (NSF) X-Labs engineering teams within the state. Operating as a programmatic multiplier for early-stage federal hardware developers, the state-backed allocation acts as an immediate capital injection for research groups awarded under Phase 0 of the federal NSF X-Labs competition. The administrative framework allows applicant teams to formally embed their intent to migrate to Illinois directly within their federal filings, granting them accelerated access to state matching funds within months of securing their primary NSF awards.

The state’s capital rollout is augmented by a secondary $250,000 operational integration package provided by a regional development syndicate composed of the Chicago Quantum Exchange, P33, the Polsky Center for Entrepreneurship and Innovation, and mHUB. This collaborative framework grants incoming entrepreneurial teams immediate access to advanced prototyping foundries and specialized testbeds without the capital expenditure typically required to build out standalone infrastructure. Deployed teams will gain full access to the technical assets of the Illinois Quantum and Microelectronics Park (IQMP)—a 128-acre quantum campus currently under construction—including deep-sub-Kelvin cryogenic infrastructure, precise high-frequency test and measurement suites, and specialized experimental cleanrooms tailored for optical and semiconductor component validation.

The programmatic rollout leverages Illinois’ existing density of quantum infrastructure, which currently includes four of the ten federally funded National Research Centers established under the National Quantum Initiative. The regional layout integrates two U.S. Department of Energy Quantum Information Science Research Centers located at Argonne National Laboratory and Fermi National Accelerator Laboratory, alongside two NSF Quantum Leap Challenge Institutes focused specifically on hybrid quantum architectures and sensitive quantum sensing fields. Furthermore, by building upon the state’s active Illinois-DARPA Quantum Proving Ground partnership, the new fund positions the Chicago metropolitan area to absorb high-growth commercial teams. This regional ecosystem already includes commitments from hardware developers and tech anchors such as IBM, PsiQuantum, Infleqtion, Pasqal, Diraq, and Quantum Machines.
