New Mexico Adds DARPA QBI Stage C and QuantumEAGLe to Targeted Federal Match Grant Program

The Technology and Innovation Office (TIO) within Economic Development New Mexico has expanded its Targeted Federal Match grant solicitation to include two major defense and national security quantum initiatives: DARPA’s Quantum Benchmarking Initiative (QBI) Stage C and the Army Research Office/NSA Laboratory for Physical Sciences QuantumEAGLe program. The expansion offers matching state grants to quantum computing companies and research entities that commit to performing project work within New Mexico.

Targeted Matching for Utility-Scale and Fault-Tolerant Quantum Workloads

Administered under the state’s newly established Research, Development & Deployment (RD&D) Fund, the Targeted Federal Match program requires a minimum state contribution of $1,000,000 alongside at least $1,000,000 in non-state federal or external funding. By tying eligibility to established federal merit review processes, TIO provides conditional commitment letters that reserve state matching funds to strengthen proposals submitted by New Mexico applicants:

  • DARPA QBI Stage C Alignment: Targets utility-scale fault-tolerant quantum computing systems capable of executing impact-driven computational workloads by 2033. To qualify for state matching funds, participating companies must perform their Stage C operations within New Mexico.
  • ARO & NSA LPS QuantumEAGLe Initiative: Covers solicitations advancing quantum supply chain resilience, fault-tolerant algorithms, quantum error correction (QEC), and foundational physical layer research.
  • Infrastructure Foundation: Builds upon more than $450 million in total state investments into local quantum infrastructure, university programs, and research clusters.

Ecosystem Expansion Across New Mexico Labs and Startups

Led by TIO Director Nora Meyers Sackett, the matching initiative leverages New Mexico’s concentration of research assets—including Sandia National Laboratories, Los Alamos National Laboratory, the University of New Mexico (UNM) Quantum New Mexico Institute, and local commercial hubs like the Roadrunner Quantum Lab and ABQ-net.

Applications are reviewed on a rolling basis with a target turnaround of 20 working days. Out-of-state quantum enterprises may apply provided they commit to registering and establishing physical operations in New Mexico before grant disbursement.
