New York Deploys $360 Million for Stony Brook and Regional Hubs Supported by $1.37B in Federal Foundry Commitments

Governor Kathy Hochul and Empire State Development’s Division of Science, Technology and Innovation (NYSTAR) have formally outlined the operational priorities for New York State’s $360 million dedicated quantum capital allocation, enacted as part of the FY 2027 state budget. The initiative is anchored by a $300 million investment in the flagship Quantum Research and Innovation Hub at SUNY Stony Brook—featuring a planned 150,000-square-foot facility and the state’s first university-hosted hybrid quantum data center targeted for 2029—alongside $60 million to stand up to four Regional Quantum Technology Commercialization Hubs across the state.

The state capital package aligns with major federal awards under the CHIPS and Science Act finalized in September 2026, including $1 billion for Anderon (matched by $1 billion from IBM) to establish an open 300mm superconducting quantum foundry at NY Creates’ Albany NanoTech Complex, alongside a $375 million award for GlobalFoundries’ Quantum Technology Solutions in Malta. Together, the state and federal commitments seek to bridge New York’s upstream hardware, semiconductor, and cryogenic assets with downstream enterprise demand across financial services, defense, and healthcare.
