The Ratan Tata Innovation Hub (RTIH)—a flagship incubation initiative established under the Government of Andhra Pradesh’s Innovation & Startup Policy (2024–2029)—has signed a Memorandum of Understanding (MoU) with The Washington Institute for STEM, Entrepreneurship and Research (WISER) and its quantum education and research division, the Quantum Institute And STEM Education (QISE). The partnership is aimed at expanding deep-tech startup infrastructure, research commercialization, and talent development across Andhra Pradesh. The effort forms a core component of the state’s Amaravati Quantum Valley development strategy, bridging regional academic talent with global quantum ecosystems.
Accelerating Regional Deep-Tech Commercialization
Headquartered at Mayuri Tech Park in Mangalagiri (Amaravati) with regional spoke centers across Visakhapatnam, Vijayawada, Rajahmundry, Tirupati, and Anantapur, RTIH operates a distributed incubation model designed to extend deep-tech resources into Tier-2 and Tier-3 cities. Through the partnership with WISER and QISE, the initiative will deploy several core programs:
- Hardware-Agnostic Quantum Education: Leveraging QISE’s multi-modality curriculum—co-certified with the Andhra Pradesh State Council of Higher Education (APCHE)—to train students and researchers on superconducting, trapped-ion, photonic, and quantum annealing systems.
- Start-up Incubation & Pre-Incubation: Integrating quantum research teams into RTIH’s structured startup support ladder, including the SPARK ideation bootcamp, the 6-week Future Founders pre-incubation program, and the Catalyst incubation track.
- National & Global Ecosystem Integration: Connecting local innovators with India’s National Quantum Mission (NQM) and international industry partners to facilitate technology transfer across quantum computing, sensing, communications, and algorithms.
Supporting Andhra Pradesh’s 2029 Tech Strategy
Led by RTIH CEO Smt. Dhatri Reddy (IAS) and QISE Head of AI & Quantum Ecosystems Phanindra Mandavilli, the collaboration supports the state government’s goal to position Andhra Pradesh as a hub for deep-tech innovation. By establishing dedicated quantum incubation pathways, RTIH, WISER, and QISE aim to translate academic research into commercial products across energy, healthcare, defense, manufacturing, and financial services.
