Strategic Franco-Qatari Sovereign Alliance for Gulf Quantum Deployment

Photonic quantum computing developer Quandela and Qatar-based technology conglomerate Mekdam Holding Group (QSE: MKDM) have signed a comprehensive Memorandum of Understanding (MoU) to accelerate the deployment of advanced quantum computing solutions across the Gulf Cooperation Council (GCC) region. Formally executed at the French Ministry for the Economy, Finance and Industrial and Digital Sovereignty during the Vision Golfe economic forum—under the high patronage of the French President—the bilateral agreement marks Mekdam’s entry into the quantum hardware layer and establishes an expanded operational foothold for Quandela in the Middle East. The joint infrastructure deployment is architected to deliver sovereign, localized computational pipelines that align directly with the digital security and national artificial intelligence mandates of Qatar National Vision 2030, Saudi Vision 2030, and the UAE National Quantum Strategy.

Photonic Hardware Integration and Vertical Industry Commercialization

The partnership leverages Mekdam Holding Group’s robust regional market presence and multi-sector enterprise network alongside Quandela’s full-stack optical engineering expertise. Mekdam, a publicly traded technology pioneer in Qatar with an order backlog of QAR 3.1 billion (~€734 million) and a recorded 21.9% year-on-year revenue expansion in FY2025, will absorb quantum processing capabilities into its existing enterprise portfolios, which span artificial intelligence, cybersecurity, IoT, and cloud-native data infrastructure. Under the technical guidance of the joint steering committee, the partners will combine Quandela’s energy-efficient, multiphoton quantum systems with specialized software layers to co-design and execute practical Fault-Tolerant Quantum Computing (FTQC) and Quantum Machine Learning (QML) algorithms. These targeted algorithmic frameworks are being optimized to address high-value operational bottlenecks within the Gulf’s priority economic verticals, specifically targeting upstream energy simulations, secure government data management, critical infrastructure defense, and healthcare analytics.

Sovereign Cloud Provisioning and the GCC Center of Excellence

To anchor a sustainable deep-tech architecture in the region, the cross-border initiative mandates a multi-phase ecosystem development program extending far beyond localized commercial contracts. The technical roadmap introduces secure cloud-based access to Quandela’s remote photonic processors for Middle Eastern enterprise clients, paving the way for eventual local on-premise hardware installations. Furthermore, the collaboration establishes a dedicated Quandela–Mekdam Quantum Center of Excellence headquartered in Doha. This facility will function as the primary regional locus for specialized hardware-software training, professional quantum certification tracks, and local workforce development, effectively cultivating a highly skilled domestic talent pool capable of operating complex optical quantum networks across the wider Gulf region.
