Quantum technology provider BTQ Technologies Corp. (NASDAQ: BTQ) has signed a Memorandum of Understanding (MOU) with ITCENGLOBAL CO., Ltd. (KOSDAQ: 124500) through its listed security platform subsidiary, ITCEN PNS Co., Ltd. (KOSDAQ: 232830). The partnership establishes a commercial framework to integrate post-quantum cryptography (PQC), quantum-safe authentication, and hardware-rooted security architectures across South Korea’s financial, public-sector, and enterprise IT infrastructure.
ITCENGLOBAL is one of South Korea’s largest IT services conglomerates, operating ~20 subsidiaries across public-sector systems integration, cloud, and finance, reporting FY2025 consolidated revenues of KRW 8.9 trillion (~$6.0 billion USD). Its security arm, ITCEN PNS (formerly Secucen), supplies biometric authentication, digital signatures, and electronic banking security to major Korean banks and insurers.

Regulatory & KCMVP Validation Financial & Enterprise PQC Digital Identity & Authentication
• KCMVP-Validated Hybrid Module. • Quantum-Resistant Banking Networks. • Biometric Authentication Protocols.
• NIST Standards (ML-KEM Key Encap). • Zero Trust Financial Architectures. • Quantum-Safe Electronic Signatures.
• KPQC Protocol Compliance. • Web3 & Blockchain Cryptography. • Government & Enterprise Gateways.
The collaboration leverages regulatory and technical milestones achieved by ITCEN PNS in South Korea:
- KCMVP Validation: In July 2026, ITCEN PNS secured validation under Korea’s National Cryptographic Module Validation Program (KCMVP)—a mandatory requirement for supplying encryption into public institutions—for a hybrid module integrating classical public-key algorithms with NIST-standardized PQC (including ML-KEM for key encapsulation).
- KPQC & Zero Trust Deployment: ITCEN PNS actively participates in national KPQC (Korean Post-Quantum Cryptography) standardization efforts and spearheaded Korea Internet & Security Agency (KISA) Zero Trust pilot programs across commercial banking environments.
- Target Commercial Domains: The joint initiative will test, integrate, and commercialize BTQ’s post-quantum software algorithms and hardware-rooted security architectures across financial transaction networks, digital identity frameworks, biometric security platforms, and public-sector cloud infrastructure.
Led by BTQ CEO and Chairman Olivier Roussy Newton and ITCEN PNS CEO Won-gyu Park, the agreement expands BTQ’s strategic footprint in South Korea, connecting its cryptographic IP directly into national deployment channels.
