Post-quantum hardware developer SEALSQ Corp, its parent entity WISeKey International Holding Ltd, and the Government of the Republic and Canton of Jura, Switzerland, have signed a Memorandum of Understanding (MoU) to establish a sovereign Post-Quantum Semiconductor and Cybersecurity Center. Representing an indicative public-private investment of CHF 40 million to CHF 60 million ($48.7M–$73M USD) over six years, the “Jura Center” will deliver regional capabilities for the personalization, testing, secure provisioning, and custom ASIC design of hardware-embedded post-quantum cryptography (PQC).
The operational framework pivots on SEALSQ’s QS7001 Quantum Shield secure microcontrollers, which execute hardware-accelerated lattice-based algorithms standardized by the U.S. National Institute of Standards and Technology (NIST), specifically ML-KEM (Module-Lattice-Based Key Encapsulation Mechanism) and ML-DSA (Module-Lattice-Based Digital Signature Algorithm). By combining Jura’s established microtechnology and precision watchmaking infrastructure with SEALSQ’s Root of Trust (RoT) architecture, the center will perform secure firmware personalization, cryptographic key injection, and certification for defense, aerospace, avionics, and critical infrastructure sectors. The site will also evaluate industrial participation offsets aligned with Swiss defense procurement programs via armasuisse.

The initiative adapts operational methodologies from the €40 million Quantix Edge Security personalization facility in Murcia, Spain—supported by €19.6 million from Spain’s Sociedad Española de Transformación Tecnológica (SETT)—which generated initial commercial revenues in Q2 2026. A joint working group has been established to finalize site selection, establish formal implementation agreements, and coordinate applied research partnerships with regional academic institutions, including HE-Arc Ingénierie.
