Regional innovation engine Innosphere (representing the NSF ASCEND Engine), the Montana Photonics and Quantum Alliance (MPQA), and the Headwaters Tech Hub (HTH) have signed a Memorandum of Understanding (MOU) to establish a unified Mountain West technology and testing network. The agreement formally bridges federally funded regional initiatives across Colorado, Wyoming, and Montana to accelerate commercialization pathways for advanced sensing, quantum optics, and photonics technologies.

The tripartite alliance links two major federal regional innovation hubs:

  • NSF ASCEND Engine: Led by Innosphere across Colorado and Wyoming, this U.S. National Science Foundation (NSF) Regional Innovation Engine focuses on advanced sensing, quantum technologies, and digital-twin computing for environmental decision-making.
  • EDA Headwaters Tech Hub: Designated as a Regional Technology and Innovation Hub by the U.S. Department of Commerce’s Economic Development Administration (EDA), this Montana-wide consortium advances smart optical sensing systems and integrated photonics. MPQA leads the Tech Hub’s Integrated Photonics Ecosystem initiative.

Under the MOU, the three entities will coordinate testbed access, venture accelerator programs, and commercialization pipelines:

  • Cross-Regional Startup Acceleration: Creating direct referral pathways between Colorado/Wyoming startups and Montana photonics testbeds, including integrating Montana companies into NSF ASCEND Engine accelerators (such as ARID and SHIELD) and MPQA’s Photon IQ commercialization platform.
  • Shared Testing Infrastructure: Opening regional quantum sensing, photonics fabrication, and optical test facilities to startups and university spinouts across all three states.
  • Joint Funding & Workforce Initiatives: Aligning regional talent development, investor networks, and regional policy to support commercial applications spanning wildfire management, water resource monitoring, precision agriculture, and defense.

This collaboration builds on recent regional momentum highlighted in the Quantum Technologies in the Mountain West industry report, consolidating the Rocky Mountain corridor into a national center for quantum optics and sensing deployment.
