The Export Administration Regulations (EAR) managed by the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce calls for the maintenance of an Entity List. The list identifies entities that have been involved, are involved, or pose a significant risk of being or becoming involved in activities contrary to the national security or foreign policy interests of the United States. In particular, this include entities that are involved in developing technology that have a military end use (MEU) including such areas as artificial intelligence, advanced semiconductors, quantum computing, and others. Special export controls are imposed on organizations on this list and for the most part, it makes it impossible for these companies to purchase components or do business with U.S. companies. A total of 27 new entities located in China, Japan, Pakistan, Russia and Singapore have been added to this list. Of these, eight were identified as being involved with quantum technology including the Hefei National Laboratory for Physical Sciences at Microscale, QuantumCTek Co., and Shanghai QuantumCTek Co., Ltd. for their efforts to acquire and attempt to acquire U.S.-origin items in support of military applications.
