The Business Software Alliance (BSA), a global trade association of the enterprise software industry, has released its inaugural policy agenda on quantum computing. The agenda presents a strategic roadmap designed to help governments accelerate the development, deployment, and secure adoption of quantum technologies.
The policy agenda identifies six priority actions to guide national and international leadership on quantum readiness. These include investing in quantum infrastructure and software, conducting a strategic government review to identify industries best positioned for adoption, and establishing workforce initiatives for skills development in quantum hardware, software, and algorithms. The agenda also calls for adopting a national quantum strategy with defined goals, strengthening international cooperation on security frameworks and export controls, and developing a national transition plan for upgrading to Post-Quantum Cryptography (PQC).
The BSA agenda is positioned as a guide for policymakers as innovation in quantum hardware and software progresses. Aaron Cooper, Senior Vice President of Global Policy at BSA, commented that the agenda is aimed at helping policymakers prepare for the quantum era. The agenda highlights the need to safeguard encrypted assets and drive the commercialization of quantum technologies.
