Q-STAR and UKQuantum have signed a Memorandum of Understanding (MoU) to strengthen bilateral collaboration between Japan and the UK in quantum technologies. This agreement builds on the broader governmental Memorandum of Cooperation between the UK’s Department for Science, Innovation and Technology and Japan’s Cabinet Office, reinforcing mutual ambitions to lead globally in quantum research, development, and commercialization. Both countries recognize the strategic importance of quantum science and the value of formalizing industry-level cooperation to complement diplomatic and academic engagements.
Under the MoU, the two national quantum industry associations will coordinate efforts across four key areas: commercialization, policy alignment, international engagement, and talent and research exchange. These include joint advocacy, alignment of policy frameworks, cross-border R&D programs, and the organization of events to connect UK and Japanese stakeholders. Q-STAR and UKQuantum will also partner with public agencies, including the British Embassy in Tokyo, to promote a globally integrated quantum ecosystem that leverages both countries’ industrial strengths and research capabilities.
Leaders from both organizations emphasized the MoU as a foundation for long-term collaboration. UKQuantum Executive Director Jonathan Legh-Smith described it as a vital step toward maintaining international competitiveness, while Q-STAR Chair Taro Shimada highlighted the opportunity to accelerate real-world deployment of quantum technologies. With over 100 members in Q-STAR and approximately 60 in UKQuantum, the partnership aligns a diverse and growing set of startups, corporates, and academic actors across both nations.
