Post-quantum cybersecurity vendor Quantum XChange has entered into a strategic distribution partnership with IT aggregator Carahsoft Technology Corp. Under the agreement, Carahsoft will serve as Quantum XChange’s Master Government Aggregator, distributing the Phio TX® cryptographic management platform across U.S. federal, state, local, and education sectors through procurement contracts including TIPS, OMNIA Partners, and The Quilt.
The distribution initiative focuses on assisting federal agencies in achieving compliance with mandated post-quantum migration timelines outlined in Executive Order 14412 and OMB Memorandum M-26-15. Designed to mitigate “Harvest Now, Decrypt Later” interception risks, the Phio TX® platform provides a crypto-agile management overlay validated under FIPS 140-3 and FIPS 203 (ML-KEM). The architecture decouples key generation and distribution from primary data channels, allowing agencies to hot-swap post-quantum algorithms (PQC), quantum key distribution (QKD) protocols, and classical symmetric keys under unified policy controls without requiring application re-architecture or hardware downtime.

By routing key delivery out-of-band, the platform overlays existing network infrastructure to enforce quantum-safe encryption without introducing latency to inline data paths. The partnership expands Carahsoft’s public sector cybersecurity portfolio, enabling government agencies to transition from PQC readiness assessments to active deployment across enterprise communications networks.
