The UK government has released an approach to regulating quantum tech. It recognizes the immense potential of these innovations while acknowledging they are still in their early stages of development. Instead of rushing to impose rigid regulations, the government is opting for a nuanced approach, focusing on fostering responsible innovation, collaboration, and a sector specific regulatory model.

Key Highlights

  • Regulation by Application: Supporting tailored regulations to specific quantum technology applications, rather than a one-size-fits-all approach. This flexible strategy allows sector regulators to use their expertise to oversee quantum tech within their domains, addressing unique risks and benefits.
  • Collaborative Governance: Recognizing the need for coordination and a consistent approach, the government is establishing a Regulatory Forum for Quantum Technologies. This forum will bring together key regulatory bodies like the Civil Aviation Authority, the Intellectual Property Office UK, the Medicines and Healthcare products Regulatory Agency, and others. The forum will serve as a platform for knowledge sharing, identifying regulatory challenges, and developing a cohesive regulatory framework for quantum technologies.
  • Standards as a Foundation: The UK government highlights the role of standards in the responsible development of quantum technologies. Through the Quantum Standards Network (QSN), the UK participates in international standardization, embedding UK values to ensure global interoperability and responsible innovation.
  • Government as a Catalyst: The UK government acknowledges its role in driving the adoption of quantum technologies and stimulating market demand. It plans to leverage its procurement power to encourage the development and use of quantum solutions in the public sector. Initiatives like the Quantum Catalyst Fund will be used to support this objective.
  • Responsible Innovation at the Core: The UK government is embedding responsible innovation in quantum technology development, considering societal, economic, and environmental impacts. Funding and research programs require addressing responsible innovation. The government supports industry initiatives like the Responsible Quantum Industry Forum (RQIF) to develop shared principles and best practices.
