
South Korea-based quantum technology firm Norma Inc. has entered into a strategic Memorandum of Understanding with UAE-based Al Fardan Ventures to establish a dedicated quantum computing R&D and manufacturing facility in the Middle East. The agreement, signed in Seoul during the World IT Show 2025, sets the foundation for Norma’s expansion into the region and aims to position the Middle East as a global hub for next-generation computing technologies.
The partnership will target high-demand ICT domains such as artificial intelligence, cloud infrastructure, data centers, quantum security, and quantum computing. Norma and Al Fardan plan to support regional innovation through sustained research collaboration, advanced component fabrication, and talent development. Norma CEO Dr. Hyun-Chul Jung is scheduled to conduct a series of diplomatic and industry-level visits in the coming months to initiate implementation.
Norma previously signed a quantum technology export agreement with Saudi Arabia’s Light Vision IT and maintains a partnership with King Fahd University of Petroleum and Minerals. The new initiative builds on that momentum to strengthen the region’s emerging quantum ecosystem.
